The Gubernia Military Police Department

Its name, Gubemialny Departament Wojskowo-Policyjny (Gubemia** Military Police Department), is menacing, and there is no obvious connection with our ancestors. And yet the records of this department are potential genealogical sources, for instance, in the search for lost ancestors. One of the sections of this institution deserves par­ ticular attention: the one that dealt with the census, population registers, granting Russian citizenship to foreigners, and issuing permits for leaving a given gubernia, settling elsewhere, and returning to Poland. Issuing passports was also done by the Department, but the passports themselves are not to be found, for the simple reason that they were in the physical possession of those who left the country. The department dealt with other matters as well. It kept files on missing persons being sought and on criminals suspected of crossing the border illegally, and it issued permits for restaurants, hotels, trade, and even for leasing and buying landed estates.

The sections of the military police department, also called referaty, operated in all the gubernias of Tsarist Russia. These sections are not the only institutions covering the ground described above, however; there existed other, parallel units of territorial administration that dealt with the identical civil affairs, and with related ones. These were the powiat offices of the gendarmerie, and the offices of local naczelnicy or chiefs of police.

The Tsarist police kept files assiduously on persons who reported to these offices and collected personnel records scrupulously. The file for a given applicant contained various documents, depending on the nature of the matter under consideration. In addition to a standard report, one may find letters specifying all family members, excerpts from metrical records, registration cards from previous residences, various kinds of identification and attachments, and even descriptions of a person's situation in life or profession.

All documents were kept in the official language, which was Russian; the Russian Cyrillic was usually written by hand.

The list of surnames given below comes from the Third Section of the Military Police Department for the Gubernia of Piotrków for 1899. Analogous lists were kept for the period from the 1870s to 1913-1914, containing a total of 10,781 files. The year used here as an example, 1899, consisted of about 460 files on persons.

What appear here are names typically Polish, German, Jewish, and Russian. This mix of nationalities illustrates nicely a cross section of late 19th-century society in Poland.

The tendencies of migration at the time can be outlined in three main currents: those resettling within the gubernia of Piotrków, those immigrating from Prussia, and those departing eastward (to Volyn, Grodno, or Siberia). One surprising fact is that declarations of emigration to America appear here as a minority

**Translator's Note - A gubemia (from archaic Russian ryfiepnia] was an administrative division of the Russian Empire; the part of Poland seized by Russia during the partitions was divided into gubemii. The word is most often translated "province"; but you must remember a gubemia was not the same thing as a modern województwo of the Republic of Poland, though that term is also usually translated "province."
